Advertisement for Bids - Water Line

Sealed bids for the project entitled CTS Water Line Extension will be received by Buncombe County at 2:00 p.m. local time January 21, 2014 in the Buncombe County Planning Department Conference Room, 46 Valley Street, Asheville, North Carolina and then publicly opened and read aloud.

THE PROJECT GENERALLY CONSISTS OF the construction of approximately 7,700 lineal feet of 8-inch and 6,500 lineal feet of 6-inch ductile iron water line and appurtenances including fire hydrants, approximately 156 meter services, 140 pressure reducing valves, 3 residential booster pumps and approximately 47,000 lineal feet of ¾” through 2” service lines connecting to existing house service lines.

The Contract Documents may be examined at the following locations:

Copies of the Contract Documents may be obtained at the office of the Engineer, McGill Associates, P.A., located at 55 Broad Street, Asheville, North Carolina
28801 upon payment of $200 for each set.  There will be no refund to any party for Contract Documents so obtained.  Neither the Owner nor the Engineer will be responsible  for  full  or  partial  sets  of  Contract  Documents,  including  any Addenda, obtained from any other source.

Bidders  and  other  interested  parties  should  note  that  prequalification  of equipment manufacturers by the Engineer prior to the bid opening may be required for this project.  Equipment prequalification requirements, if any, are described in the Contract Documents.

On January 7, 2014 at 10:00 a.m. a Pre-Bid Conference will be held at the Buncombe County Planning Department Conference Room, 46 Valley Street, Asheville,   North   Carolina   for   prospective   Bidders.   The   Purpose   of   this Conference is to answer any questions pertaining to the scope and nature of the proposed construction and to discuss the Minority Business Plan Requirements.

A  certified  check  or  cashiers  check  payable  to  Buncombe  County  or  a satisfactory Bid Bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds in the amount equal to five percent (5%) of the total of the bid shall be submitted with each bid.

The Owner reserves the right to waive any informalities or reject any or all bids. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder.

The successful bidder shall be required to furnish separate, 100 percent Performance and Payment Bonds in compliance with North Carolina General Statutes Section 143-129 and of Article 3 of Chapter 44A. The Performance Bond shall be in full force and effect for one (1) year after the date of final acceptance of the project by the Owner.

The bid deposit shall be retained by the Owner if the successful bidder fails to execute the contract or fails to provide the required bonds, as stated above, within 10 days after award of the contract.

Each bidder must be appropriately licensed as a Contractor in the State of North Carolina as provided in General Statutes Chapter 87. The Contractor shall hold either an Unlimited Public Utilities (Water Lines & Sewer Lines) or Unlimited Unclassified license. Each bidder shall make positive efforts to use small and minority owned business enterprises on this project.

A conditional or qualified BID will not be accepted.

Bidders must comply with the President's Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex or national origin.  Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours Standard Act, and 40 CFR 35.936 (F).
