Bids Taken for Roof Replacement of the Detention Center

NOTICE TO BIDDERS

Sealed proposals will be received by Buncombe County, Asheville, North Carolina, in the office of Mr. Greg Isreal, Buncombe County General Services, 40 McCormick Place, Asheville, North Carolina 28801, no later than 3:00 P.M., on April 29, 2014, and immediately thereafter publicly opened and read for the furnishing of labor, material, and equipment entering into the construction of 2014 Roof Replacement, Buncombe County Detention Center, Asheville, North Carolina. 

Proposals sent by mail shall be mailed to:

Complete plans, specifications and contract documents will be open for inspection in the office of the Engineer or may be downloaded online by those qualified and who will make a request to the Engineer and submit their email address to zwwells@skaeng.com.

Additional Plans and Specifications may be purchased at a cost of $50 per set.

In as much as the repairs to this facility will be highly visible, it is expected that the quality of the work shall be performed at a higher than normal standard of care.  See Section 01000 of the specifications for a detailed scope of work concerning this project.

All Contractors are hereby notified that they must have proper license under the state laws governing their respective trades.

General Contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina, will be observed in receiving and awarding the General Contract. 

Each proposal shall be accompanied by a cash deposit or certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to not less than five percent (5%) of the proposal or in lieu thereof, a bidder may offer a bid bond of five percent (5%) of the bid executed by the surety company licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will, upon demand, forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond.  Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten (10) days after the award, or to give satisfactory surety as required by law.

Performance Bond and Payment Bond will be required for one hundred percent (100%) of the contract amount.

Payment will be made on the basis of ninety percent (90%) of monthly estimates, and final payment will be made upon completion and acceptance of work.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of sixty (60) days except as allowed by N. C. General Statute 143-129.1.

The Owner reserves the right to reject any or all bids and to waive minor immaterial irregularities.

A mandatory prebid conference will be held on April 15, 2014, at 1:30 P.M. at the rear entrance to the detention center on Valley Street, Asheville, North Carolina. Prospective Bidders should gather in the parking lot across from the rear entrance to the detention center at 30 Valley Street and enter the detention center as a group.
