Home & Community Care Block Grant/Aging Services Funding

Aging Plan/Age-Friendly Coordinator: Billie Breeden

Buncombe County has a full-time Age-Friendly Coordinator who oversees the work of the Age-Friendly Action Plan and facilitation of the Buncombe County Age-Friendly initiatives: ie. Experienced Workforce, Elder Justice, Housing Options for Aging in Place, and the Asheville/Buncombe Black Elders (ABBE) Engagement Project.

The Buncombe County Age-Friendly Action Plan (2021 - 2024) reflects the vision of an age-friendly community where older adults are safe, well, and engaged. It has established the following goals for our community:

  1. Promote community awareness of physical, emotional, sexual and financial abuse, neglect, and exploitation.
  2. Ensure safe and accessible public buildings, outdoor spaces, business, and offices.
  3. Promote safe, affordable housing options for aging in place.
  4. Support older adults’ health and wellbeing.
  5. Support older adults’ financial wellbeing.
  6. Support caregiver wellbeing.
  7. Promote older adult engagement (including volunteerism, employment, lifelong learning, civic engagement, and use of cultural and recreational assets).
  8. Ensure older adults have access to services and supports.

HCCBG Fundable Programs

North Carolina Home and Community Care Block Grant (HCCBG) Funds

HCCBG funds are for persons 60 years of age and older and their unpaid primary caregivers in need of in-home and community based services.
Services funded through the block grant include the following:


  • Adult Day Programs - Adult Day Care and Adult Day Health
  • Care Management
  • Congregate Nutrition
  • Group Respite
  • Health Promotion and Disease Prevention
  • Health Screening
  • Home-Delivered Meals
  • Skilled Home Care
  • Housing and Home Improvement
  • Information and Options Counseling
  • In-Home Aide
  • Mental Health Counseling
  • Respite Care - Overnight and Institutional Respite
  • Senior Companion Program
  • Senior Center Operations
  • Volunteer Program Development
  • Consumer Directed Services
  • Overnight Respite Service
  • Transportation

Buncombe County Supplemental Funds

The Buncombe County Board of Commissioners provides additional funds to supplement and fund services that are outside of the allowable HCCBG categories.

Home and Community Care Block Grant Advisory Committee (HCCBG Advisory Committee)

HCCBG Advisory Committee serves as an advisory body to the Buncombe County Board of Commissioners made up of appointed community members who meet on a monthly basis to:

  1. Review funding applications and provide County Commissioners with funding recommendations for aging services;
  2. Review quarterly reports and monitoring reports regarding the delivery of services from the funded agencies;
  3. Consider and discuss new ways to improve/expand on aging services;
  4. Review aging plan and provide input; and
  5. Advocate for aging services on the local, state, and national levels.
