County Managers

The County Manager serves as Chief Executive Officer of Buncombe County government, appointed by and serving at the pleasure of the Board of County Commissioners, which sets policies and adopts ordinances that regulate Buncombe County government.

In addition to carrying out the day-to-day administration of County government, the County Manager is responsible for implementing policies established by the Board of Commissioners, coordinating the work of all County agencies, and representing the County in dealings with other governmental units and agencies.

The County Manager provides a clear vision of Buncombe County government's purpose. The Manager's duties include preparing the countywide recommended budget, recommending new and revised policies and programs to the Board of Commissioners, and implementing county programs and services in an effective and efficient manner.

Buncombe County has three Assistant County Managers with a goal of providing strategic alignment, consistency, and day-to-day operational support to their respective departments.

Avril Pinder - County Manager

Avril Pinder was unanimously appointed County Manager by the Board of Commissioners on Feb. 5, 2019, and sworn in on March 5, 2019.

Prior to Buncombe County, Pinder served New Hanover County, NC, for 13 years as Finance Director, Assistant Manager, and most recently, Deputy County Manager. Prior to that, she spent 10 years in service to the City of Jacksonville, NC, as Community Development Director and Assistant Finance Director.

Pinder is a Certified Public Accountant. She holds an MBA from Delaware State University and is an International City/County Management Association credentialed manager.

Dakisha (DK) Wesley joined Buncombe County on July 29, 2019, with more than 19 years of local government experience. Prior to this appointment, she served as Assistant County Administrator in Lake County, Illinois for the Law & Judicial and Health & Community Services departments.

Dakisha earned a BS in Public Administration from the University of Central Arkansas and a Master of Public Administration from the University of North Texas. She has completed the University of Virginia Weldon Cooper Center for Public Service LEAD Government Executive Training Program.

Timothy (Tim) Love joined Buncombe County in 2014. He has more than 15 years of local and federal government experience. Prior to this appointment, he served as the Intergovernmental Relations Director for Buncombe County and as a Management Consultant for Grant Thornton, LLP.

Tim earned a BS in Political Science from the University of North Carolina at Asheville and a Master of Public Administration from the University of North Carolina at Chapel Hill.

Departments under Tim will include Air Quality, Election Services, General Services, Library, Recreation Services, Strategic Partnerships, and Sustainability.
