Buncombe County Soil & Water has compiled resources to address commonly reported recovery needs from the agricultural and farming communities.


Debris Removal

Debris Removal Guidelines for Private Residents - For debris that can be moved to road Right of Way (ROW), please move to the ROW. For rural landowners, if you find title property debris (cars, trailers, cargo containers, etc) on your property, if you can push it to the ROW then it will get picked up.

Buncombe County Waterway Debris Removal - Buncombe county has assessed the debris blockages in streams and prioritized certain regions with severe debris blockages and will be cleaning out waterways.

Farm Service Agency, Disaster Assistance, Emergency Conservation Program (ECP) - for residents with agricultural and forested lands to get paid to remove the debris from agricultural properties. The debris can then be placed in the ROW and picked up for free.

Severe Stream Erosion

USDA Emergency Watershed Protection Program - offers assistance for debris-clogged waterways, unstable streambanks, severe erosion and other property safety threat. A structure, bridge or road must be threatened to be considered for eligibility for this program.

Hazard Mitigation Grants - if your property is beyond repair and you want to sell in order to move to a safer location, you can apply for a property acquisition or "buyout" to get paid for your property.

Soil Management Recommendations for Helene-Impacted WNC

Farm Service Agency, Disaster Assistance, Emergency Conservation Program - offers financial and technical assistance to agricultural producers to repair and restore farmland affected by natural disasters. ECP helps farmers and ranchers implement emergency conservation measures to rehabilitate damaged land, restore agricultural production, and prevent further environmental degradation.

Farm Service Agency, Disaster Assistance, Emergency Forest Restoration Program - helps non industrial forested landowners recover from natural disasters. This program provides funding and technical support for practices that restore forest health, mitigate further damage and encourage sustainable forests.
