Buncombe County to Begin Process for Removal of Abandoned Vehicles in Rights-of-Way

In the aftermath of Tropical Storm Helene, many types of titled property, including vehicles, trailers, tanks, and recreational vehicles, were displaced. In some cases, these items were carried away by floodwaters, while others were moved into public rights-of-way (ROW) by other means. As part of ongoing Helene recovery and debris removal efforts, Buncombe County will soon begin the first phase of removing abandoned vehicles from these areas in unincorporated areas of Buncombe County.

While some abandoned vehicles have already been removed, significant work remains to clear the public rights-of-way and restore accessibility and safety. Buncombe County asks property owners to work with their insurance companies to remove these items and help keep public spaces clear.

The public ROW includes areas like roads, sidewalks, and nearby spaces that are meant for public use. In Buncombe County, North Carolina, the width of public rights-of-way varies based on the type and intended use of the road. For public subdivision roads intended for dedication and maintenance by the North Carolina Department of Transportation (NCDOT), the ROW width is typically 60 feet, measured as 30 feet on each side of the road's centerline. These areas need to stay clear so people can use them safely and easily.

Community members might begin to notice orange tags on abandoned vehicles in the ROW. This is the first step in the process. If you are the owner of a tagged vehicle, you are strongly encouraged to work with your insurance company to expedite this process and remove the vehicle before it is towed.

If the vehicle is not removed within seven days of being tagged, the Buncombe County Sheriff's Office will begin the towing process using a rotation-selected towing company. Buncombe County and the towing company will notify owners of the next steps, which includes details on the location of the vehicle and additional disposition options.
